Buchanan deplored talk of secession, yet balked at strengthening federal forces in the South. In the last months of his administration (after Lincoln's election) South Carolina and six other states -- Mississippi, Florida, Alabama, Georgia, Louisiana, and Texas -- seceded to form the Confederate States of America, with Jefferson Davis as president.
