1865-1869 Andrew Johnson
He angered Republicans -- who had formed an alliance with prowar Democrats during the Civil war -- by his conciliatory policies towards the defeated South. Purchase of Alaska from Russia was negotiated in 1867. Johnson's dismissal of Secretary of War Edwin Stanton in defiance of Tenure of Office Act (1867) led to his impeachment; but the Senate failed by one vote to reach the two-thirds majority needed to convict him. Succeeding Lincoln, Johnson found himself in bitter battles with Congress over Reconstruction. He was impeached and tried by the Senate, but was acquitted by one vote.
